I only played from EX too, but I heard CT Hakumen was pretty bad. CS1 Hakumen was decent and CS2 Hakumen was pretty good.
EX Hakumen was a fucking monster. It's arguably his most solid iteration because of how consistent he is in all areas; he had decent damage from anywhere on screen and needed less stars to get it too. His normals were actually good(+2 2B?, WHAT!) and his defensive options had a solid risk/reward to them. If you knew how to play neutral effectively, he was virtually unstoppable against anyone not named Tao, Hazama, or Valkenhayn :V.
CP1.0 gave him a lot of unfortunate nerfs; shortened counter-catch window, they can be blocked now, 6D had increased startup rendering it useless. Etc etc. But they did give him some neat things too. Agito made air approach easier and it was safe on block, being able to combo from CH 6B was cool and CH 3C>5C was nice too. And of course, the clutch Air Grab>OD combos, which were pretty much the only thing that let him stand out and be a monster. He was decent, not as strong as his EX self, but still viable.
CP1.1 is basically 1.0 without the OD clutcheness, so you had to actually think a bit more. But getting the right read yielded loads a damage still.
CP2 is looking pretty...meh; they nerfed him some more( notice a pattern yet) so now he's just...average honestly. He still does a fuckton of unburstable damage, but mainly from a 5C starter. It's basically "How well can you read your opponent" the experience with him.
