No it wasn't. If you look at the Persona Q footage during the same PSC episode, you'll see they use the same image to cut out a part of the exclusive Persona Q gameplay they didn't want to show.

Nice job compiling this. I didn't notice the timer during her Awakening super. I can't imagine it could actually be a 17-19 second long concert super thing, unless it's meant to be a kind of "joke" super that rarely lands.
Rise was never said to be an arcade character, so that was to be expected.
And those health values are interesting. It was a needed buff for the Shadows.
The Shoryuken article's translation from Famitsu concerning Shadow Rise had this part:

It's weird that Ken's not in the Famitsu issue when I'm almost positive that he'll at least be shown off in the latest Persona Stalker Club episode.
The fact that they can now activate an Awakening super at 50 SP shouldn't be ignored, either. Considering how extremely fast Shadow characters gain meter, that's a pretty big deal.

I'm fairly certain that the above is pretty accurate. To be clear: I'm not claiming anything regarding the characters' identities, since heavy blurring and some colors make it too hard to randomly speculate on what could specifically be in the teaser. But going from what I deducted, it should at least give a good idea of who the characters might be because of their height.
