I've found some characters easier to hit with 5B after a j.Chun, while others you need 2C (Tao, Carl, Rachel come to mind) to guarantee the proper followups.
In my experience, there are two main schools of thought on Litchi.
1) Those who dislike her because most of her combos take forever/don't do enough damage/stick is too damn big/goddamn Tsubame
2) Those who respect the patient and controlled mentality it usually takes to get very far with her. And the sexy combos.
No special trick, jump and Chun as soon as you're able to. Seems some people have better luck by jumping back or straight up though; jumping forward apparently can cause issues.
Sounds like you're too close to the corner by that point in the combo so the staff returns sooner than it would if you were midscreen. Try skipping 6C and jump straight to Tsubame (or another filler if necessary, 5B/5C/2C Tsubame) and wrap it up from there.
All you have to do to loop Baiken off a throw is wait a bit before the 6K. No need to walk forward or dash or anything, just catch her a little before she reaches the ground. Too soon or too late and you get one hit (first and second hit respectively); catch her just right and you can get like 7+ BLs in.
