do all level 1 moves has 6fs of block stun? what about level 2 and 3 etc?

weird question. litchis 5A is plus 3 on block. so if i IB it its minus 2 meaning i can act 2 frames before her next 5A (shes mashing it) but whenever i try to IB 6D it wont come out, no matter how much, how fast, or how slow i try it im still stuck in block stun. why is that? or am i doing something wrong again? or is it because it gattlins?

ive been teaching myself to IB more lately but its inconsistent. im not around an area with scenes, i never watched a hakumen video, idk what it'll teach me, i have to be there doing it myself. its rare to find a good tao, litchi, hakumen. i know a few but they aren't training friendly kind of ppl. others are either below my level or surass me at a level i can barely defend against. its a good thing, i think. just i see how good you are and i wonder, why am i not there yet? i mostly play online to make up for the lack in scenes just eh, unlike the good hakumen i either do something too early or cant see something coming. how did you get your reaction speed up? thats currently what i see im lacking in. and blocking, IBing, successful counters etc. Im all ears teach.
