Ah, I was testing on Hakumen. Well, it's still badass.
Throw > 236C > 9D > w.B > w.A > 5D > 2C or 3C > Astral works, I think, on everybody anywhere on screen from either throw though. Unfortunately, it does about 1700 damage before the Astral so it might kill them before it hits, and it's not as amazing-looking as Throw > Astral. You do need to let Carl fall a little bit if you hit him into the corner - the Astral is fast enough that it'll actually hit under him.
Also, airthrow astral is pretty easy even at top of normal jump arc if you do it as j.B+C > j.236B (whiff) > 3D > 214D214C
