GGs Symm. Not really. Like, once you go into drive you can't do a thing about bursts without rapid cancelling. You can do 6C > jc block if you think they're gonna burst towards the beginning of the combo, but otherwise your best bet is to just hope they don't feel like being an asshole like me and saving it for whenever they see you have a chance at doing more than 2k. :3 And if you ever go through a burst with j.D, try and follow-up with d.5A. It's her fastest drive move so if anything will hit your opponent it'll be that. Glad the games helped anyway. Your Noel is nowhere near as shit-tier as I thought it'd be. lol u wish

Assuming you meant "quick" there, no it isn't. Cresent Cancel has way too much recovery to bait Ragna's DP unfortunately. Just do 2B > 2C > jump barrier if you see it coming instead.
