You guys make it sound like Ragna went from best to worst. He went from S to A. He's still above average. Tsubaki went from B to B. Just as there are eternal high tiers, like Hazama Valk etc, there are eternal low tiers.

For Tsubaki it's probably another 50/50 without the possibility of using DP. Her air moves aren't as good as Tagers, so it's either counter hit by JA or eat air buster. Unless a double jump has some effect, I don't know.

Not as far as I know. The numbers are in the frame data. the important one is 18f minimum recovery. The next important one is that 2d charge cancels are strictly worse than 5d charge cancels (if you just go for minimum length).
