That means out of the 4 lows he has (2A, 2B, 3C and 2D), the good ones (2A and 2B suck really bad proration-wise) cannot be followed up properly without RC. They also added a same move prorate of 50% (which is definitely alot) on the 2nd hit of 5D, which does not go hand-in-hand with Bloodedge's SoulEater lifegain increase mechanic. There are other changes as well that, by themselves, don't really seem bad, but when taken into account in the big picture, gimp Ragna's combo potential. That takes alot of explaining from my part which I don't feel like doing right now. I'm really really hoping that the NESiCaXlive thing in the Japanese arcades allows convenient patch-balancing/ fine-tuning of arcade version of BB, so that we don't have to wait till the next installment of BB just to see Ragna perfected balance-wise. I don't want to wait that long. But in the meantime, I'll just grin and bear it, I guess, and like you say, Ragna does seem more interesting to play. (hey that rhymed)

Oh... I was hoping no-one saw that, because a mere few seconds after I posted that comment I thought it would and edited it. Anyway, my gripe with CS2 Ragna is not that he's unplayable, it's just some things have been nerfed that, if left untouched, would have made him a really solid choice of a character (imo), not the 'weak-but-not-CS1-Rachel-weak' character he is now. It's like ASW was going to achieve a perfect Ragna but then missed the mark... you know, that feeling of "ooooh so close!". Some unnecessary nerfs: You mentioned 2D. It is REALLY useless without RC, like you said, and it's unsafe on block, gatlings and cancels into nothing, and doesn't remove primer. His 3C, you can only do 22C, HF and ID, and those hardly give any damage.
