Similar fighting style (in your face, boxing, Bullet has a Particle Flare like super, etc.) Similar clothing style (those shorts) Similar weapons Bullet looks like an older, seasoned veteran Bullet trained Makoto in the past for some time when Makoto was young/younger. With training, she had a chance to join the Academy. Bullet is Makoto's master.
