I've noticed that a lot of Azraels tend to ignore that move altogether. They should be going out of their way (without being unsafe about it) to eat projectiles with it. I would just stock up some phalynx cannons in case I want to punish something across the screen. I'm unsure of the exact damage but it seems to be greater than 1k, which is pretty nice. I'm pretty sure it can combo into itself too.

If they burst it, you still got them to waste a burst and you get tons of meter. That's pretty nice to me as well.

I'm not sure either. It's rare to see an Azrael use his OD in a video. The few times I saw it, it seemed like it could have just been on accident.
