You probably heard 全部(zenbu) and thought it referred to all the previous characters, but within the sentence it was ほかのチャラも全部新技をつける (hoka no chara mo zenbu shin waza wo tsukeru), so I think you've misunderstood.

After finally going through the Sector Seven EX Story recently, I'm pretty sure there's little chance of a Xi-14 actually existing and there's no chance of the 10th prime field and any before it even still being around.

And by that, I mean they become console-exclusive and are tourney banned. Here's some predictions. -Only Nu and Mu, Lambda's colors are combined with Nu's. -Both will not have normal modes. They will be Unlimited by default, just to facilitate the fact that they are banned in tourneys. -Nu's Overdrive would let her summon 2 of every sword like her old Unlimited mode. She would play like CT Nu combined with Lambda's new moves and Extend combos -Mu's Overdrive would let her summon as many Steins on the screen as she wants, and all of her moves would cause chip. She would play the same as Extend Unlimited Mu, with her Spike move from her Unlimited mode remapped to B.

I'm not sure if there are any i.frames on j.360c, but it does have magnetism pull, so you could claim mindgame shenanigans if you want.
