Also the figure doesn't look like Nine since she has blond hair, unless she suffers from Jill mind control syndrome. Could be TRUE Saya (because the Imperator having purple hair was always weird to me) or maybe even a new threat (!)

It's heavily in favor of it being Nine other than the red eye, which could be a result of Ruby: Mind Eater, considering the color of rubies. I am being sarcastic about that picture (my very first words in response to the vid were "who's that super unknown dahkness beauty during the 2nd-to-last story CG in the slideshow near the end. Certainly it can't be Nine."), because it's likely Nine, and that, shockingly, Phantom was Nine all along.

His DD's looks awesome and very dynamic, Kagura looks pretty cool too. Not surprised Azrael has his eyes on Kagura as well since he's the head of NOL's military more or less from what I udnestand.
