Skype groups can be found in the character threads that use them. Most groups are joinable by anyone, some require an invite.

The region lock wasn't strictly because Atlus was publishing it. It was done because the US and Japan releases were very close to each other, with completely identical content, and they wanted to discourage Japanese users from importing the (substantially cheaper) US version. If they intend to do a close release schedule between the two regions, they might consider this route. Hopefully they don't, of course, but it's possible. Best case scenario is they don't make both versions identical, so we can get a close release window without region-locking.
