  2. Open the sprite file on Photoshop then: Image> Mode> Color Table... "Load" and select the .ACT file for the respective character. Only open the files numbered like XX_00.act.

  9. Surprised to see 22C (DC)> 3C works that late in the combo, pretty sure it wasnt possible in 1.1.
  10. Pretty sure delay tech or forward roll can beat that, not really worth the risk. I'd personally go for the assured damaging options.
  11. I dont have the game yet, but I've seen: C ID>> Upper (RC)> AD j.C> BE> stuff midscreen. Easier to confirm and doesnt require Counter Hit status. Corner combo is probably: C ID>> Upper (RC)> BE> 5B> 5C> 5D> DS (DC)> 5D> (22C)> HF~
  12. Kagura has strengths and strong tools to make up for his shortcomings, namely his lack of mobility and reliable footsies tools. He can get great rewards off most confirms, coupled with a strong command grab, has arguably one of the best DPs in the game and, albeit not very strong, mixup tools to work with. These attributes make him a character that can become a real threat should the player explore these strengths to the limit. For example, Kagura can potentially end rounds so quickly that the opponent wont even get the burst back in a second round, with the correct reads or guesses. He has the potential. Of course, he has his share of bad matchups specially against zoners or characters who can shut down his neutral and pressure options, like Litchi. But he's like one of those momentum based characters that can ruin anyone's gameplan pretty quickly provided he grabs the right opportunities.

  14. Aside from reversals and DPs, your only options are delay tech or roll, but rolling can be punished. A good Ragna will force you to either block or commit to a reversal, after any knockdown. So it all comes down to blocking or doing a reversal to make him afraid of starting his pressure. If he hesitates, he loses a chance to start pressure and you can, for example, jump out safely and escape. Now, if he's just throwing 5B after HF without thinking you can delay your wakeup and make his 5B whiff.

If by "measurable facts" you mean basing off a character's performance from the japanese footage we get on YouTube, Twitch and nicovideo let me tell you that we get very limited footage from their scene, what you see on these videos is only a fraction of what happens in Japan. And then using this data to create tier lists based off dan rankings isnt realiable enough to tell us what character is stronger or not. You can have amazing characters that are played by a minority and arent high placed, and if we were to use dan rankings they would be considered weaker than they actually are. And works the other way around too, you can have weaker character having top placements (see @Yazumatto's post). Another example is kaqn's Celica, that was one of the highest ranked characters (16th Dan) in Japan, but this ony happened because he dominated his local scene, and again we see another inconsistency here. I think dan ranking should be only used to give us a general idea of which character performs well in general, but never to set in stone their placements in tier lists. Most of these "people's random BS opinions" happen to be from Top Players like Dogura, Fenrich, Galileo, Dora, N-Otoko... people who play at a level that you, me, and probably 98% of the people who posts in this forum dont. They, the Top playes, understand the game, the characters, what is strong or weak and every match-up (see @TD's post) so their opinions weight waaaay more than a GameFaqs poster's opinion or even than some of the competitive players we know. And well, we usually trust and hear people that are good at what they do, right? The least we, mortals, can do is to follow a Top players' reasonings behind their decisions to place X character to Y tier, to see things from their perspective (which also helps anyone to understand the game better). And I'm preeetty sure dan ranking, the so called "measurable fact" by you, isnt one of their criteria. As I've said before analyzing a character's strengths and weaknesses is the way to go, because that's what the Top players do, because it makes more sense and give us a better understanding of the game and the characters. And that is a truly measurable fact.

Ragna is definitely S-Tier material, he was already a fundamentally good character in CP1.1 and he got buffed on his already strong areas (damage conversion) and others (blockstrings/mixups) where he wasnt so hot. And while most of the cast got nerfs and weakened on some areas, Ragna has just got even better than he already was, the perfect recipe for a top tier character. I think CPEX is balanced enough to have only 3 tiers: S, A and B.

Opinions in tier lists are valid when comparing characters of similar strength or placement, because these characters are good objectively and factually, so it's hard to determine which one is stronger. Like when comparing CS1 Bang and CS1 Litchi, both are very strong in their own way and do well in most match-ups, so it's not a problem having an opinion that either is slightly better than the other, because they're comparable characters with similar strengths. Now, saying that CS1 Tager or CS1 Tsubaki are better and superior characters in general than CS1 Valkenhayn or CS1 Makoto is not an opinion, it's just a completely wrong fact. Characters are considered weak or strong because of actual facts, and not opinions. Who state these facts? Usually players that understand or/and play the game, and because they're knowledgeable about the game they have more or less the right to judge who's strong or weak, simply put. That is not to say they have a final saying on these matters, discussions about which character is weaker or stronger will always exist, but there's always a consensus on who's top, mid and bottom. And yes, tier lists change all the time. So do not try to convince a bottom character can be top unless you have really, but really good points and evidence to back up your thoughts and facts.
