What was the DLC popping up at the end referring to? Does it say that Rise is a DLC character?

Look carefully at that again. Like Rachel said in CS, It's not that he's destroying the world itself, per see, but rather the tight, unrelenting order that has a hold over it. (IE. Valkenhayn's conversation with Relius in EX that Rachel wants to free the world from it's pre-determined paths and give people freedom again and that Ragna and Noel are the ones who'll make it happen).

There's not much they can do with the Master Unit right now. It's safe and protected by Tsukuyomi. Moving it would be pointless, even if they COULD do it, which they can't because 1) How would they, 2) It wouldn't do jack shit to keep it safe from Izanami, and 3) There are more pressing matters to deal with.
