I know how you feel but Carl is waaay to unorthodox for even the developers to handle. Due to Carl's playstyle and character design adding just any random property to either his or Nirvana's moveset for some reason makes him crazy good.
CS1:
Jump B Fatal Counter: Best FC move in the game, believe it.
Volante: Adding another move that Carl can use in combos. Carl's damage output overall was ridiculous. And lol does anyone remember how fast Nirvana's volante was during the initial loketests. She was machine gunning those things.
Overall the best thing about Carl was his j.B FC. Man that thing was good.
CS2:
Super Armor on Anima during the loketest: There's no getting around this, this is broken. I would have loved it if it was in though haha.
Con Fuoco not stopping if Carl was hit during loketest: o___O
J.C knock down: Very good for Carl. It works well with...
3D Pickup: It compliments j.C nicely and allowed him to have better oki than most of cast. Combine this with his great mixup it makes up for his damage nerf.
But what ruined Carl was:
j.2C gatling from j.B: This was where Carl lost his respect. Needless to say it lead to some pretty stupid stuff.
My point: What the heck can you do with Carl? Honestly I'm predicting bounce loops. I guarantee you that if the developers add any property to him or nirvana (ground bounce, super armor, wall bounce, stagger, burger flip) they'll probably be able to take advantage of it too a much fuller extent than the developers intended.
